Whip the cream together with 2 tbsp sugar until stiff peaks form.
With an electric mixer blend the cream cheese, salt, 1/4 cup milk, and the rest of the sugar. Gently fold in the cream.
Mix the rest of the milk with the pudding powder until it's creamy.
Place an even layer of the butter cookies into a casserole dish and then spoon in a layer of the cream mix. Over that carefully coat a thin layer of the chocolate pudding mix. Repeat two more times, only with no pudding layer on top.
Sprinkle the top with cocoa powder and slice into even pieces.
